We have fencing all around property about 150 ft in total?

Area is about 14 inches wide to town curbing. used to be grass, but died from grit for snow/ice & hard to cut. Then we had mulch, then wood chips over heavy plastic, led to kids kicking into road & dog poop with both. A neighbor wanted to get rid of loose rocks he had, so son put them around onto heavy plastic, looked great untiul now, as lots of weeds keep coming thru . Waht would be best solution for this area around fence as we are on a corner, & can take fence down or move as outer area is owned by town but we have to maintain it ?/ Need easy & cheap solution soon ???
