What plant should I put under a sign?

I have a 3 foot wide area wih mulch under a cemetary sign that needs to be filled up. This is for an eagle scout project and I don't know anything about plants. It can't be "overbearing" as it is a cemetary, I'm thinking a nice bush of sorts. Maybe one or two depending on size. It should live through a nice winter in upstate NY.
