Are some black communities run down because they don't care about living quarters or property value?

Some black people just don't know how to take care of stuff and wonder why noone wants to live around them or deal with them. I've always lived in a suburban type area and our house and yards were always well kempt. I wish I could say different, but I've noticed that some black people just don't care about their way of living. I have black neighbors in my apartment and they're the only ones that seem to leave their trash laying around outside of near my apartment door and the said part is we live in a decent neighborhood. It's like, why mess up a good thing? I thank God my mother raised me to have decency and respect. And it shouldn't just be white people that have issues with this. I could care less what white people think. I just wish that more black people would hold themselves accountable. Some things are just unneceptable (spell check).
