I need help with dirt for the garden.?

I recently had some ugly bushes from the front & side of my porch. My dirt is like clay & a bit heavy. Do I mix in topsoil for better consistency and nutrients, then mulch? Where does the compost come in and is it necessary for a healthy lil garden? Thanx in advance :)
