Can I grow vegetables in mulch?

I just moved to a new place and my landlord said I could use a little flower garden in the front of my house to plant anything I want. I would like to grow some vegetables. The flower garden is covered in bark mulch. Should I remove all the mulch before I plant or can I plant the vegetables in the mulch?
